Infrastructure Development Program is a program to upgrade existing irrigation and drainage systems in irrigation areas. Prior to the construction of the project's irrigation system, the rice paddy area in Penang had only infrastructure up to the secondary level. The irrigated area receives water from drainage ditches used for drainage or pumps.
The paddy fields located within the IADA area of Penang are now fully equipped with irrigation and drainage infrastructure as well as farm roads up to tertiary strata. Control structures have been set up to control the supply and disposal of water and scheduling has been implemented to ensure optimal water use. The Five Roof Pump House built in 1957 and 1967 was renovated and construction work was completed in May 1998. The control structures along the Main River Main have been upgraded by building additional structures next to it. All of the infrastructure needed to the tertiary level has been completed for the Muda River, Kulim River, Acheh River and Southwest. Currently IADA is still working on the Irrigation Scheme. For areas that have been completed for infrastructure development and commissioning, Cropping Intensity has increased in all areas. This means that all the paddy fields were planted twice a year and no fields were left idle. In total 90% of the irrigation area can grow rice according to the schedule. Rice yields were found to increase after project implementation. Thus the income of the target (farmers) has been increased
