The Integrated Agricultural Development Project (IADP) is one of the integrated agricultural development areas under the Ministry of Agriculture and Agro-based Industry Malaysia. It was created using an "in-situ" area development approach since 1983, after an in-depth study of paddy and cropping infrastructure.
In the early stages of the establishment of the IADP, the area of operation covered the entire agricultural area of approximately 67,000 hectares or 64% of the state area. It covers four districts: Seberang Perai Utara, Seberang Perai central, Seberang Perai South and Southwest, Balik Pulau. In the 7th and 8th Plans, the IADP concentrates only on the development of paddy fields and Penang is the largest rice producer in Malaysia with 10,305 hectares in the paddy scheme and 2,477 hectares outside the irrigation scheme. This gives an estimated yield of 105,498 tonnes for rice production. The IADP of Penang is also involved in the provision of infrastructure and is also involved in downstream projects.
Under the Ninth Plan, the IADP expanded its downstream activities in addition to paddy fields with various subsectors such as vegetable, livestock, fisheries and agro-based industries. The implementation of the project involves the provision of infrastructure facilities for the development of agricultural areas to enhance the socio-economic status of the farmers in the area. In 2007, the IADP was converted to the Integrated Agricultural Development Area (IADA) and focused on rice production and became the National Rice Field.

In line with the federal government's policy, IADA's vision is to make the agricultural sector sustainable, competitive and complementary between sectors to optimize economic growth and achieve balanced development.
